Brigadier General in the Mexican Army and holds a Doctorate in Administrative Sciences from the National Polytechnic Institute (IPN, Mexico). He is an auditor, inspector, and aviation security instructor, certified by the United Nations through the International Civil Aviation Organization (ICAO). He has completed various diplomas and seminars on aeronautical regulations, operational safety and aviation security, finance, human resources, training, socioeconomics, public auditing, human rights, location and neutralization of explosive devices, counterterrorism, crisis management at airports, hostage negotiation, risk management, quality management, negotiation strategies, and leadership. 

He has conducted his studies in Mexico, Ecuador, the United States, Canada, Spain, France, Belgium, Italy, the United Kingdom, Malaysia, New Zealand, and South Korea; notably, he attended seminars at the International Airport and Auxiliary Services Training Center, the Defense Language Institute at Langland Air Force Base San Antonio, Texas, the Human Rights Organization in Helsinki, Spain, Dimension Humana in Madrid, the John Molson Institute at Concordia University in Montreal, the United Nations Staff College in Turin, Jean Moulin University in Lyon, the Harvard Kennedy School in Cambridge, Massachusetts, and the London School of Economics and Political Science in London, England. 

He has held various positions, commissions, and professional roles, including the following: Operations Officer, Chief of Personnel, and Chief of Operations in units stationed in the states of Durango, Sinaloa, Jalisco, Guerrero, and Michoacan; Chief of Aviation Security and Director General of Administration at the General Coordination of Presidential Air Transport, having received the Presidential General Staff Performance Distinction, he also received an honorable mention for the great professionalism demonstrated during the counter-narcotics campaign in Task Force Condor V 82-88, distinguished with the Order of Orange-Nassau in the rank of Commander awarded by the Government of the Kingdom of the Netherlands and an Honorary Doctorate from the Executive University of the State of Mexico and the National Association of Broadcasters of Mexico A.C. Furthermore, the Government of the State of Guerrero awarded him the “Juan Álvarez” Decoration for his meritorious services rendered to the State of Guerrero. 

He has teaching experience in the postgraduate sections of the Faculty of Accounting and Administration of the National Autonomous University of Mexico (UNAM), the Higher School of Commerce and Administration, Santo Tomás Unit of the National Polytechnic Institute (IPN), and the Institute of Higher Studies in Public Administration (IESAP). He is a columnist, lecturer, and thesis advisor at the Master’s and Doctoral levels. His research interests include productivity, competitiveness, public administration, and good governance, national security, quality management, and risk management.
