Loay is a seasoned professional who has made substantial contributions to the logistics and services sector in Saudi Arabia. He has most recently served as the Deputy Minister for Logistic Services at the Ministry of Transport and Logistic Services, where he has been instrumental in shaping the strategic direction of the industry. Prior to this role, he held several key positions, including Deputy Governor for Planning and Development at Saudi Customs and Chief Operating Officer of the Al-Soudah Development project at the Public Investment Fund. 

In addition, Loay has been an esteemed board member of Saudia Cargo since August 2021 and has been actively involved in the strategic decisions that have shaped the Kingdom’s growth trajectory. His expertise extends to Saudi Exports, where he also served as a board member from June 2021, further showcasing his commitment to the advancement of our nation’s logistics and trade capabilities. 

Loay’s strategic vision and leadership acumen are particularly highlighted by his tenure as General Manager at LogiPoint Services (formerly Isnad), where he managed the largest bonded and re-export zone in Saudi Arabia. His career journey, which began as a petroleum production engineer at Saudi Aramco, followed by various key roles in the industry, has provided him with a comprehensive understanding of both operational intricacies and overarching business strategies. 

Loay holds a master’s degree in business administration from the esteemed London Business School, a testament to his commitment to continuous learning and professional growth. His academic accomplishments are backed by a bachelor’s degree in petroleum engineering from King Fahd University of Petroleum and Minerals, further reinforced by a petroleum engineering certification from the Society of Petroleum Engineers.
